RHLF is a non-profit company which was established in 1996 by the national Department of Housing with initial grant funding from the German development bank. The Rural Housing Loan Fund (RHLF) was established with a vision of being a wholesale development finance institution taking on the responsibility of enabling low-income earners to access small affordable loans. This entails facilitating housing micro-loans through intermediary or retail housing finance lenders.

The lending structure has been built in such a way that partners borrow funds from RHLF and then lend to individual clients in the rural areas, small towns and secondary cities of South Africa.
